A few things I've noticed is that usually they have actually, but you just need to put a texture on it. It's black because it's not supposed to be seen.
The mining lamp is a good example of this, the belt is fully modeled, but where the straps connect it's textured black.

I know what you mean. I was making a custom skin of the Scout as Rodger Wilco from the hilarious ol' Space Quest series. i added transparencies to the backpack, hat, earpiece, and strap to find holes under the strap. Which makes my skin look crappy if i skin over the strap and worse if i leave it transparent. And i really didn't feel like keeping the backpack, afterall Rodger stores all the items you find in his point and click adventure in his pants.
I wish someone would complete the scout model without hat and backpack and strap. Or at least fill in the holes in some of the models appropriately.

Ya like i glanced over 2 posts ago Roger Wilco is from the Space Quest series. It was a six part (almost 7) science fiction point n' click adventure game series that followed a space janitor named Roger Wilco who winds up saving the universe mutliple times in the most ridiculous ways.
Its strong in comedy and parodies everything from star trek to star wars and even E.T.
The best ones to look up are 4 & 6 because of the epic voice acting, decent graphics, and hilarity.
