I don't think you can logically explain everything in TF2. For example, why are there BLU and RED version of same people, who can also come in unlimited ammounts at the same time (like 2 BLU Heavies or something?). That's why I wouldn't go TOO far with the backstory.

I don't think that the comic was there to tell us how they can respawn in the game..
respawn and several people of the same class etc are just for gameplay purposes, it's not canon to the actual story.
You die, it electrically revives the person.
You get shot in the face, you revive in a white room.
