You should be using the rocket launcher at long range son. Don't even bother switching to shotgun if they're far enough away that they're smaller than the crosshair. You'll get quicker kills by taking the time to reload, or just back out, don't switch to shotty unless they approach you and aren't close quarter fighters (pyro, heavy, scout). Shotgun's for up close if you're out of ammo or low on health.

The utility/teamwork weapon usually replaces the shotgun or secondary weapon, unfortunatly for you.

You get so much ammo for shotgun you might as well try it, sometimes they really do have 1hp

I only do this when I know I got a few good hits on em. Usually don't risk it and tough out the reload.
