Wouldn't change the matter for many people, but could make it worse*. If he told the truth, people mixing up real with fake money should be a tiny minority of the amount of people that go nuts with the store and regret it later.
*It's actually a marketing strategy to make a fake currency that translates so higher numbers than the original number, for example $1 equals to 100 Tokens. The further away you are from the real money (hence the tokens) the less you are as responsible with it as you would be with money and the higher the numbers, the smaller your feeling for the actual amount becomes and the easier you're tricked into thinking you actually have loads of money still left when it's really just 50c or something.

Was going to specify the OP says 4500[b]€[/b], then re-checked the conversions on XE. 27,000 kroner (NOK) = ~$4500 USD = ~3600€ (EUR)

I would laugh if valve pulled the store just because of this incident. Unlikely as it is a rare case. But I would laugh anyway. Parents shouldn't even let their kids know their credit/ debit card details. If the kid was using the parents Steam account they should have ticked that box to stop it from remembering info (god damn useful to remember it though, last minute purchases on the move are fun).

The reason they bypass online gambling laws is because you always win something, and a lawyer or something can't prove in a court that a digital robot arm is less valued than a digital cowboy hat.
In my opinion its very shady, but they get away with it through loopholes like that.
