So, I found this really great idea from the steam forums, and I thought it was so good I'd let you guys see it for yourselves.
So here's how the idea runs- let's say Valve, in the engineer update, offers 5 new maps. However, you can only play them if you have the relevant[B] map token[/B] in your backpack, else you're not allowed to play, rather than just letting everyone play with them all. Why? Well, I'll explain a bit further on, but first, the tokens.
So how do you get these tokens? Simple- like you do regular weapon drops. Of course, if that's too slow, there are crafting recipies for all 5 using combinations of 2 of the other tokens, so you don't have to wait forever until you get to play the map.
So why would Valve do this? I see several good points here-
1) [B]You're not overloaded with new maps[/B]. Imagine logging on and having to pick between 5 maps- new players would quit the game, and old players, well, 5 maps, that's a lot of choice. This way, you're slowly introduced to each one.
2) [B]You might not even like the maps[/B]. You may love PL_Rocky, but hate CP_Garage. Because Valve can't tell who would like what, it's fair for everyone, and besides, no-one really needs all the new maps, do they? Some might be imbalanced, so why would you ever want to play them?
3) [B]It adds much needed excitement to the game[/B]. If you could just play with all the maps, you'd get bored. Imagine the thrill when you find a CTF_Doubledash token? If you were just given them, it'd be no fun.

Yeah, maps are one form of exclusion. You can't get to a server with a map on, it sucks ass.
Equally, not having a weapon in a certain situation is just as frustrating. I waited weeks for the right drops for a homewrecker, and it really sucked knowing I could have helped an engineer, but the drop system didn't work.
It is absurd to think weapons shouldn't be just given, as maps are. If you're still reading, do you think weapons should just be given, as well?

no way! that would lead to you having to pay like a buck to play for a server on one session! this is a BAD idea... I like to have a lot of choice the instant i get into the game, not this token unlocking stuff that you are suggesting...

It's like if you join a server. Immediately, you are kicked from the server because you don't have the backburner. This is not the case with weapons. With weapons, you either earn them or are given them. You are disallowed access to them, but lack of having them does not impair your gameplay. However, if you don't have a map, with this idea, you are essentially temporarily banned from a server for no reason. You are not allowed to play on an entire server because of luck.
Now GET THE FUCK OUT OF HERE, troll.
oh, and i agree with keychain, any type of map limitation is just bad, especscially with an online only game...

You mean satarist. I'm trying to make an arguement and a case here for having weapons useable the second they're in game.
It does impair your gameplay, a lack of weaponry. In certain situations, a weapon can turn the tide of battle. Agreed, not all the community unlocks are useful, but they will be buffed, and at that point, not having them will begin to breach upon battle tactics.

Do you see why this doesn't make any sense? To add in content that all can access and has no impact is OK, but the opposite, the creation of an uneven playing field through random drops, is also fine? If anything, it should be reversed. Or better, all given out.
