I once read this fan fic where The Anouncer was a robot, and she made the Red team do these terrible things, tortured them and so on. She said that everything else was dead because she nuked the earth.
Then engi turned off respawn and killed them all for their own good and escaped, but then when he escaped the world was fine.
So I guess he was lied to or he really IS insane.
That just makes it even more depressing and mysterious.
He can't be insane before the incident because it is revealed that the new administrator is GLaDOS at some point, which according to the half life universe, is really there.

The Administrator and GLaDOS are voiced by the same actress, and that actress is married to the voice actor of the Sniper.

Reminds me of the Star Trek book, with Harry Mud, there is two planets, with a permenent war going on, yet, everyone seems to have no intrest in stopping it, which is found out why, when it is found, everyne who dies, is rapidly, respawned so to speak, in a nearby bathhouse, both planets, literally treat death, and the war, as if it was well, TF2, Of COURSE while there, something goes wrong with the system, and Kirk and Spock, have to fix it, upon leaving however, Spock mentiones that he saw, and never mentioned, the fact that the system, will break within 10 years ...
