The WAR! update is my favorite because it really got me playing Demoman and Soldier a lot more.
I would have to say Engineer is a very close second for the same reason.
I would say the Spy update.
The different watches really do well in making different gameplay styles.

Actually to be honest all those mini updates that happen every so happen with out warning that add something completely awesome are my favorites.
Best promotion was WAR, but as for maps and weapons, I have to go with engie.

I liked the scout update, I don't understand all the bitching people do about it.

Liked the Spy update the most, as those weapons appealed the most to me.
I'm not liking the Engineer update so far, the maps are great, and I like the idea behind the Gunslinger, but I really don't like how the Wrangler promotes turtling.
Also, I hate engis camping our battlements on 2Fort from their own battlements, with us being pretty much unable to actually damage their sentries. Eventually you always destroy the sentries, but it's pretty feckin' annoying.
Also, I dislike the idea behind the Southern Hospitality (that's what Valve renamed it to, right?), and the Tribalman's Shiv. It's way worse than being on fire or Jarateed, since you can't really do anything about it if you aren't near your resupply or a medkit.
The spyper was, overall, the best.

Medic/Goldrush: First step. Weak one. Unoriginal weapons and a good map. This update brought us two direct upgrades(Blutsauger and the Ubersaw) and an actual sidegrade(Kritzkrieg).
Pyro: Such a generic update, for reals. The backburner could've been a sidegrade... If there wasn't the airblast, so it's a downgrade pretty much. The flaregun is, hands down, a sidegrade, same for the axtinguisher.
Heavy: One of the best updates - new mode, some good weapons... The only direct upgrades are the KGB, while Natascha and Sandvich are situational.
But the mode is not all that good.
Scout: Fail pretty much - the FaN is still hated, the Bonk is EXTREMELY situational, and the Sandman was killed, recently. Add some community maps to this.
Spyper: The first double-update, it also introduces a line of actually good unlocks and the first USELESS unlock - the Razorback. It added the plr, too.
BUT IT ADDED THE HATS.
HAAAAATS.
And a drop system - if there wasn't one, it would not be that interesting.
Classless: more hats, weapon fixes, yarrr, not enough.
WAR: Has a story behind it, but almost all the unlocks are direct upgrades. Direct Hit, Equalizer, Eyelander and the ScoRes. Buff Banner, and the Gunboats are some good sidegrades while the Targe is quite useless.
Community updates #1 and #2: cool hats, that's true. But all the weapon unlocks are not very creative. Crit-a-Cola is rare as fuck and isn't a bad sidegrade, but still nobody's using it. The Shiv isn't that good now, after the nerfs. Scullcutter is just plain useless, i am not much of a melee demo. The Pain Train is added to the classes that need it the least - both Sollie and Demo got their imba-melees already. Dalokhos is made of fail - you can get those tiny itty-bitty 50 hp with a medic, and it only gives you 60 hp, after all, you can't give it to your teammates. The Homewrecker used to be one of the worst weapons, but the sapper thingy saves it.
Engie: one of the best updates. Frontier Justice is enough of a sidegrade, same goes for the Wrangler(you lose your pistol, it is not all that easy to control your sentry, and you're open for spies), and the Gunslinger is one of the best sidegrades ever - it is actually situational, i caught myself using it when our team needed to get the enemy distracted. The Southern Hospitality makes no sence, seriously - if a pyro got to the sentry, he is ubered, and if he is - the engie is dead, anyway. It looks like it's made for the engies who love wrenching the air in hopes of finding a spy...
After all, there are 3 great maps. And the engie is now far more interesting to play thanks to the ability to move your buildings.
But this Golden Wrench bullshit ruined it. I caught myself calling the rage of the elder gods on Valve when the last wrenches were just NOT DROPPING.
