The targe and eyelander are fine as they are. Just because some soldiers and pyros are too stupid to axtinguish/shotgun a charging demo doesn't mean it should be nerfed.
Don't play with noobs and it's not OP.
I playedon a server with it, I got my head caved in by scouts and heavies.
Plus you only have a grenade launcher.
The Targe sucks because you can't turn, so its fine the way it is

Shotgun obliterates targe users.
The targe's damage resistance only counts for fire and explosives. He has no resistance to bullets. Therefor, classes like the Heavy should have no added difficulty in killing him especially if he's using the Eyelander, which lowers his health to 150.

As a pyro, I love the targe. It gives the demos a false sense of security, for some reason, they think the eyelander beats the axestinguisher. :D
Well the average pyro player does get destroyed by the targe, because they don't tend to utilize the airblast to stop themselves getting steamrolled.
This makes over stabs SO easy.
Its DAMN easy to kill people with the eyelander, whoever has one NEVER suspects spies for some reason, and you just come from behind and backstab their ass.
Simple.
