EDIT: Let me clarify:
I don't think the soldier is very overpowered, but he's by far the simplest and easiest class to win with, and against any other class in a one-on one fight between two equally skilled players, the soldier wins every time.
I think the demoman deserves the unique weapon more than the soldier, anyhow.
