I completely agree that the past implementations of halloween restrictions sucked and still suck.
This year, people who make art-style compliant items in hopes they'll be able to use them all year round can choose to submit them without the halloween tag, and they'll be guaranteed that the items won't be restricted. If an item is art style (and setting) compliant enough to work outside halloween, it should have a chance to get added outside the halloween update.
Honestly if they just gave us a Halloween vision to compensate I wouldn't care.
I mean hell they gave us that gimmicky Romevision

Yeah, but I'm pretty sure you have to have the tag for the item to be included, so there's no way out of it.

I think that if they did some kind of community poll to judge which items should be restricted and which shouldn't be, it'd be fine.
I'm sure the community has enough common sense to vote "restricted" on the fairy costume / skull topper etc. and "not restricted" on plutonidome etc
You have to realize that the tons of people who copypaste "valve add this now" over terribly done submissions don't care about the artstyle by now.
