could my problem be from me already reaching a "drop limit" for the Christmas event?

Try using the "Reset drop cap" option, it doesn't always work, but it's helped me in the past.

it could be bugged. you can try purchasing premium membership first, then go climb a hill. as the drop system needs some time to reset. its kinda buggy you see
I already have a premium tf2 account, so ill wait a week or two until the Christmas event is over, by then things should be back to normal
