Flickering does not mean flashing on and off, from what I can tell. Flickering is dimming and then going brighter again, I thought.

However, you could argue that Degroot is not taking place in medieval times because there is a little room with some spytech in it attached to RED's spawn. Now with in mind one could say that its still 1968 and that the lamps in trey's map are all electric powered.

I would make the point that you're trying to apply logic to a game where you throw jars of piss at people and eat and drink various crap for effects such as healing but then i remember that the emporium is ODC central and probably the only bastion of perfect detail left in the tf2 community.
