But the themes that have worked (polycount) have little to nothing to do with an element/season. What needs to happen is a think-tank for themes, where [B]people who actually intend to contribute[/B] come up with their themes, not just anyone who happens to browse the thread.

A universal theme's never going to work. The classes are too distinct.
How about a home-made theme pack? Like there could be a shotgun with the barrels taped with an ace card taped onto it. Maybe also some scratches showing some kills or something? Preety much Custom Made theme?

That's a mod request, not a mod suggestion. It should be an idea POOL, not a tank. Suggesters (like me) add their ideas, and the modders take their pick from the ideas, or use their own.

Better theme. Polycount Reparations. We make class packs for the four classes that got shafted in the Polycount update and show those other five classes what's for. A few modders per class, everyone makes one item each. Hats, weapons, misc items, anything goes. No distinct theme, just character-influenced weapons. Sort of like the Fancy vs Nasty update, except for those four classes, and one item for every slot (primary, secondary, melee, hat, and misc).

It wouldn't be an overarching, every-character-needs-to-fit-into-one-theme kind of theme, but every character would have an individual, Polycount-type theme. AKA Electric theme for Engie, etc. etc. People pick the class they want to contribute to, we make four teams, each team picks a theme they want to do for their character, and each member creates one item that fits that theme.
