I dunno. Halfed clipsize for all weapons? So you'd only have two rockets and three shells before you had to reload.
Although that actually seems a little underpowered for what's basically instant weapon switch.

Well, somehow, it seems really hard to grab this thing, as there's no handle too, so I think it should be something related to that.
@DuncanFrost: Nah, two rockets and a buckshot is enough for almost everything, and soldier's already too damn limited with his shots. The shotgun's usually deployed to compensate for the lack of loaded rockets too, so it'd be kinda going the wrong way about it.

His croc tail could be added alongside with the head, so that it's always there when the head is visible.
His flamethrower could replace both with the Flaregun and Flamethrower (the Flaregun resembles his firing method a bit).
His backpack could replace the tie. (His backpack would be best not to be incorporated in the FLamethrower, because you don't want it to go away when changing weapons)

If I was you, I'd try and make it from sounds the TF2 sound folder.
That way if Valve does accept it, it's highly likely they'll use the sounds.
