to be fair the one thing the male sniper has that the female doesn't is a design focused on emphasizing verticality, one single tall section of bright color flanked by two equally tall neutral colors. Sniper's tall yet lankiness is his main theme for class recognition because it visually demonstrates his range but limited close quarters strength. A lot of that is lost on the female sniper which just kind of has a cluttered, messy midsection with no real focus or design function.

I disagree with you on that. Not on the commentary about the original Sniper design (which is very true), but on the "messiness" of Fem Sniper's design. I choose Makani's design over others' because I felt it had a lot more thought put into it, and here's why:
If you look at Male Sniper, his design emphasizes his lanky-ness and, like most of the mercs, what makes him a man (the size of his jaw/hands/arms). Just look at his face; the lower portion of his face has much more weight than his upper, emphasizing his jawline (something that is much more prominent in males than in females).

Now take a look at Makani's Fem Sniper and her face. The shape of her face emphasizes the upper portion, drawing attention to her eyes instead of her jawline. As for the original design of her clothes, they're meant to draw your attention upwards towards her face instead of downards towards her feet like Male Sniper.

My model is by no means perfect, so I probably didn't capture it as best as I could. Hopefully I achieve it in the redo.
Essentially, I felt that Makani's Fem Sniper design was a truer opposite compliment to Male Sniper's design. It's kind of silly, but you can think of it like Ying and Yang. They are opposite and different, but the underlying design structure is very similar.

I'm talking about shapes in regard to Male Sniper's design, not texture. For example, just look at how his arms taper. The gradient is there to draw your eye back up to his face, a common practice in character design.
I think I understand now what you're trying to say though. When you first look at Fem Sniper, your eye goes to her midsection instead of her face, since that's where a lot of details (color/silhouette changes) begin. While with Male Sniper, like you said, there's more details as you go upwards, drawing your eye right to his face.
It is indeed important to draw the eye to a character's face in the design itself. Makani however included the open midsection in Fem Sniper's design because it's a part of her personality (at least that is what she has told me), so it does have purpose. I'm not saying Makani's design is perfect by any means, but that's why we're doing this contest so you guys can contribute your ideas.
Sorry I misunderstood you before.
But Makani is a comics artist and she brings a comics artist's sensibilities to her art. Things are slightly different for game artists. It's perfectly fine for an SFM model, and it's not like that issue is a major pitfall for an in-game mod (the only reason I'm holding it to such high standards is how incredibly well designed the original classes are), there just could be some improvement in that aspect is all.
But yeah I'm honestly not sure how to change that without making it literally sniper's vest and shirt. Requires some creativity.

With slightly higher rolled up sleeves and shorter socks, I'd be pretty content with that as the base design.
Also I can't get over how weird those shorts are.. They end above the knees but FemSnipe's legs are so long, that if you did shorten the socks a little there'd be a huge, spaceless skin gap.
Hmm..
Maybe either make them longer and have pockets like cargo shorts to distract people from that, or make them her regular pants rolled up I guess.
