It's a game, there is no leader, it's called TEAM fortress. Valve never made a leader and never will. So why are you asking? I like the concept of teaming up in Tf2, which never happens. Sadly.
I reckon the engineer could be the leader, but it doesn't entertain him enough, so he just sits back and watches.
