Stuff like this only makes me believe more and more that its a ploy, it seems that certain people seem to be getting these wrenches namely people who were clear idlers and had massive inventories as a result. Like someone said it's very likely he just turned everything into scrap metal before Smelt was removed and simply turned it back into refiend.
I think the idea is to attack these high up idlers, to troll the community and to make people lose all of the items when the trading system comes out.
Also the fact that there is an actual way to predict the drop and actually craft everything at that time only makes it more clear that it's all BS Valve would never IMO but in such a system for a unique item, knowing that people who had huge inventories like Drunken Fool would exploit by using the interval and crafting at that time. It means they want people to look for the interval and go craft crazy when it hits.
