Everybody complains about the latest change, but I honestly doubt half of the complainers would still be playing now if Valve hadn't started to mix things up. TF2 has lasted through the years because of what's being done to it. Some examples of multiplayer PC games from 2007 you probably don't still care about now: Supreme Commander Medal of Honor: Airborne & MoH: Heroes 2 Enemy Territory: Quake Wars Hellgate: London COD4: Modern Warfare Kane and Lynch Unreal Tournament 3 They really liked colons back then, didn't they... The point is, Valve knows what they're doing.

CS:S is also going to strong without updates.
The sets aren't very good anyway, the sniper rifle has no headshots which sucks for most people, the Degreaser is much better with the Axtinguisher, nobody uses L'Étranger and the Soldier is better off with a Shotgun and one more rocket unless there's no Medic around. In which case he shouldn't go off with a support secondary anyway. The Scout set is the only one that seems useful/overpowered to me, I prefer the pistol and Scattergun but I can see how it could be useful.

And CSS has always been a "those who like it, like it a lot" sort of deal, that's why it wasn't on the list.

I really don't think that people without set hats are at a particular disadvantage compared to those who have those sets. The old set hats are easy enough to acquire at this point.

And that doesn't even matter since 1) crates don't count toward your weekly drop cap and 2) any gameplay-affecting items in crates can also be obtained in-game through regular play. Everything else can be obtained in-game through regular play. Paying for anything beyond the initial game purchase is COMPLETELY OPTIONAL and there's no way Valve would change that now, especially since this is clearly a game mechanic that affects gameplay.

Even if the set bonuses are balanced, they still affect gameplay no matter how you look at it. Mainly Croc and Saharan sets.
