i think arrows count as bullets in medieval mode,
and there's Ullapool caber for demoman..

I'm pretty sure Valve wants to keep the hats being purely cosmetic.

The base damage is 160, that's enough to kill most classes even if they have, say, 10-25% explosion resistance.
Can't wait to add a faster Repair Rate to my Heavy Shotgun!!!
Also these elements should color the weapons a really bright color just so A) people will be reluctant to use them and B) It'll be noticable as all hell.
It's like Nerf Guns only in an MMOFPS!

This has happened before, the guy who runs TF2Stats, FireSlash, found a whole host of things like these (except they weren't tokens, just levelled versions of particular attributes), but they were never added to the game, and Valve said they were just left there by mistake. I suspect that's what's happened here too: they were experimenting with doing something like this, but it didn't work and they forgot to take it out.
It's not now cut and dry certain that it's going to be added to the game at all.
Maybe it's a hidden plan to make some of the Stock melee weapons "useful again". If you stick to that idea of customizing stock stuff.
At least there are lots of voices in the community that say several stock melee weapons are inferior to the unlocks - and Valve tends to listen to their Steam forums.

I think it would be like the backburner is to the flamethrower (a model added onto the default weapon) or like the battery on the Frontier Justice. We all know valve are terribad at making overlay textures (think original paints)
