Also banned are the medic crossbow and amputator. I'm capable of playing using the weapons that they didn't ban, but still, some of these bans are a little far fetched.

I'd guess it's probably banned for giving players an advantage from the beginning of the round as long as you did good before dieing.
As a weapon that gives you an advantage without you having to do anything special to get that advantage.
From what I understand Ubers are a very important thing to competitive players, so a weapon like the Ubersaw that gives you more uber for actively using it is allowed, but the Vita-saw doesn't need you to actively use it to give you more uber and therefor it rewords something that doesn't require much effort.
