Shotgun is hitscan so it's much easier than flares.

Just because it is easier to use does not make it a better weapon.
That's like saying the mini-gun is a better weapon than the sniper rifle because pulling off head shots is more difficult than just aiming.

It's true.
I find the axetinguisher is best for dealing with heavys around corners. I set them on fire, retreat back around the corner long enough to switch to the axetinguisher, then when I can hear that the heavy has stopped shooting, I charge around the corner and [b]WHACK![/b] That takes a little planing, and therefore you could say it is more skillful.
I usually equip the Axtinguisher and the shotgun. Shotgun for anything out of range, otherwise it's usually a quick blast from my flamethrower, airblast them to disorientate the target, and then use the Axtinguisher.
The backburner is useless in my eyes. Though, i have my axtinguisher equiped and shotty (since i dont have the flaregun and i dont find it so much useful since i'm a pusher).
I would never switch away from the flamethrower. The airblast is a blessing.
