One good way to tell they are cheating. Stand C&D spy in somewhere inconspicuous and if they headshot you whilst invisible they are hacking. I have had this happen to me on many occasions
Too bad that if a heavy is running as fast as a scout now, he actually is hacking...
Banning one guy from your server will make no difference. Regardless of whether he is cheating or not, who cares. If he seems to be cheating, ban him.

There are the exceptions, most comp tf2 players are alright, just a few have an ego problem. Though this problem seems normal for all competitive gaming. You find douches in pubs too, same with every game.
I've caught a few hackers with this:
1. type that you'll be AFK for a bit
2. be afk for a bit.
3. Switch into spectator mode after a little bit
4. Spectate on the "hacker"
It should work 80% of the time.

I saw a hacker once, he wasn't exactly disguising it.
He was a sniper who constantly span around on the spot, looking upwards. Whenever someone ran into his FOV in 2Fort, they were instantly head-shotted. First-person spectator cam was pretty funny stuff.
I ran into a cheater once. He had nospread hacks (basically perfect accuracy with any weapon) and aimbots, so he was able to kill me repeatedly with the engineer pistol, from all the way across badwater.
Tell some of your friends to go scout and make Double Jumps all the time :v:
