Personally, looking at the comic thing Valve released, I believe Valve intentionally added the "glitch".

Yeah, but there needs to be way that you can disable on your server or enable it, we don't want a fucking whinefest about it, especially Comp TF2 players, you could see them whine if some person decides to go civ...
But yeah, the civ was i think a legit class in TFC, he was a custom model if i remember, only had a crowbar and 50HP and moved at a medium pace like the pyro i think...
i have the same Cape skin. like it a lot better than the stash
