That is because it is a shitty attempt at making a Arena FPS style gamemode. Most of those powerups are permanent instead of timed. So far only crits and uber are timed in both active and respawning.

Does it spawn in the middle of maps like Uber/Crits pickups or does it appear in the spawn of the team that's getting drubbed and/or spawncamped?
Cause it seems that they're just stubbornly intent on ignoring the very real issue of one team hogging all the best powers and snowballing the game into a really uneven beating of a lifetime, as well as players without powers having a really hard time wrestling them away from superior teams with many players on a godlike power level simply due to pickups...
Why do they refuse to just allow everyone to have some basic powers to start with, to make the game more even and avoid all the gripes stated above? If they want a full-on superpower-enhanced madness, why do they restrict the nr. of available powers and their acquisition to one per type and only for people that can reach their spawns or get them from already-buffed enemies? A 3v3 battle between a group of unbuffed players and a group of buffed ones is seriously unfair and bad game design. You often can't even ''use teamwork to beat them'' since 1 guy with the right buff can take on 3+ people and they have multiple godlike buffed combos anyway, it's not like they're fewer in number?
If the ''Revenge'' thing spawns in the middle of the map, it's not only not gonna make a difference, it's actually going to help the dominant team be even more dominant.

When one team gets 4 intel captures every single player on the other team gets that powerup, it doesn't spawn anywhere.

it spawns infront of your team's spawn in thundermountian and right beside the flag on gorge and foundry
also TF_Powerup_Mode can now be set to 2 to give both teams all 9 powerups
blue powerups cannot be picked up by RED team and the same applys for red powerups.

Thanks, well that does help with extremely one-sided games quite a bit, but it also feels somewhat forced. I'd much rather see all players being given a choice of a few basic powerups in spawn (helps both players that just joined and all those on a team losing badly ) rather than just suddenly turning the tables on the other team with free godlike power for the losing team.
I'll have to try it a bit, maybe it does work well.

You can quantify the amount of money generated by taunts but you can't quantify the amount of money generated by "loyal customers gained by adding a map workshop".
