Since they're promotional items, I'd say hold onto it until you can get any deal you're hoping for. Right now, they're worth about 2-3 good hats.

Traded a key for a name tag and paint. Not really a scam, but I saved 5.00 and the guy opening the box got a Napper's.
Traded 2 keys for a v. painted Tricorne, a crate, and two weapons. This guy kept bothering me about the two keys for about a half hour so I guess he was pretty desperate. He opened a Black Box and a can of paint. I kinda felt dirty inside.
