I'd say it is, since the football helmet is one of the most god awful hats in TF2.

He then traded 5 v. Chargin' Targes for another Milkman from the same guy.
The original seller refused my offer of a hat or saxton for his milkman.

He told you, luck. I tend to not try trade servers though, because most people in there know the difference between good and bad trades.

SPUF. I traded 6 of my crates for a key there. 2 or 3 keys can get you almost any hat.
