A vintage reskin just really doesn't have appeal when a ton of people already have the untradeable version and are happy with it

Exactly. I'm just fine with my non-vintage Luger. Plus, it's still just a weapon with no special stats; not even a special sound. I find it ridiculous to even consider giving more than a hat for it. That's just me, though. Vintage nuts or diehard collectors would give their left arm for it.
