I think they'd look more interesting in two colors than just the one.
Those sandals look a bit off. It would be cool if you could change the model so they're actual sandals instead of boots painted to look like them.
The gloves look like they need some work, too. They're kinda dirty and ugly. No real suggestions on how to proceed here though :(
edit: But of course you ninja'd me so yeah. Too bad you can't work on the model.
edit2: Maybe you could release a version with these model edits after you're done with the contest?

The sandals truly do need a little bit of work, they don't seem to line up, but I do like the Sandals with Socks idea. Perhaps you could use a normal map to make the socks appear further in than the sandals?

sv_pure (or just plain tf2 in general) blocks player_recent_teleport.pcf and teleporter_status.pcf. You wouldn't know it does because when you try to connect to a server with it enabled, you just see a message and disconnect.

Change it up to be a shotgun, so it'll be an easy addition for the soldier, that already has macey animations (equalizer/pain train). Add a grip-changing animation for switching between secondary and melee, and, booyah! (I'm guessing you can't swing it and shoot it with the same grip on it)
wow no need to get worked up over the catapult
there are a couple glaring issues as to why it won't be a straight teleporter replacement, most of which were already mentioned. Add another to the list: large footprint of both the catapult and any potential landing pad thing
I was thinking of a completely different mechanic - it would be a kind of sticky/rocket jumper without the explosion, meaning that the only thing it would do is fling you up in the air and the player should be able to control wherever they land.
This should be possible to incorporate into a map (I'm no map maker but I know at least tr_walkway has a similar mechanism) and a map would probably need to be built to accommodate this (higher skybox ceiling, longer linear pathways, ideal catapult placement locations) but I think it's doable.
and even if it's not doable, it still would be usable as a prop so my work wouldn't totally go to waste :)
