I love that design. Great model. My issue is with the color scheme.

If you'll notice on the Napper's Respite, the colors match the model really well. The orange on the hat matches the orange on the patch. The red stripe matches the red suit.
The colors on this Chinese dragon hat don't match the model very well at all. The red is too thick and rich compared to the suit. The yellow hair is too pale to match the yellow on the tank. The orange comes close to the orange on the grenades, but it's different enough that it doesn't blend.
This hat is very busy, and the more conformity it has to the model, the better. It's a brilliant design, and I want this hat to be perfect.
EDIT: Also, positioning it kinda like the Pyromancer's Mask might be an idea to explore.
EDIT2: Think about ways to make it less noisy. Maybe remove the ears?
EDIT3: You also have at least 7 different colors on this hat.

The normal map is what makes it, though. I agree it could stand to be a bit less bold, but it definitely needs that normal map to retain a unique appearance.

Ragnar and I purposely left the nose and eyes to still keep its team colors in order to help players recognize which team that player is on regardless of what crazy color the hat may have been painted in.

Valve *will* remove the normal map, so I suggest you bake the detail in the diffuse map as well. The painting seems off on a whole bunch of paints.. (It seems they're less vibrant than other hats, you should consider hiring a person trained in Paint-Fu!)
As for the yellow/orange moustache/eyebrow combo I suggest making it yellow to match the grenade colors.
