i'm telling you the community should handle the cosmetic part of the game from now on, it obvious that the people who developed the style of TF2 isn't the same people that does the updates...

You just need to extract the vmt from the materials gcf and change the hat's default RGB value in "$colortint_base" to whatever you want. Programs needed: gcfscape & VTFEdit. If you're talking about modding the actual Team Spirit paint so it affects all hats at once, I don't know how to do that.
