I'm sorry man, but I think it still needs work. It doesn't seem like the kind of shoes the Scout would pick out, except for the fact that they can bloodily injure people. I also still think that the design looks too much like modern shoes, and not 1965 sport cleats.

Turns out they have vintage shoes that look like that going back to the 50s. You wouldn't believe it, but it's true!

But others were perfect. Anyone who claims that about Trophy Belt, for example, is an idiot. And the Fedora was quite nice. As for Heavy's football helmet, remember that Heavy's character aspects are: Huge and beefy, Russian to the point of stereotype, and obsessed with his guns. The football helmet is playing to the huge 'n' beefy part, like many football players are.

It's the only way he can legally submit them. It's a whole lot of legal mumbo jumbo that Valve needs to abide by in order to accept your submissions into the game, regardless of what they are.
If anything it's simply a way of covering their ass in the off chance that there's a supreme douchenozzle who submits his item without agreeing to a contract (say, by emailing his stuff instead of submitting them through the site), and then when he gets his stuff in the game, he turns around and sues Valve. A lawsuit like that probably wouldn't do shit and the guy wouldn't have a case, but you [i]know[/i] that there are people out there who would do shit like that just to be dumbasses. Thus Valve won't accept [i]anything[/i] not submitted through the contribution site because all submissions must agree to a legal contract.
My point is that Neo isn't at fault for using the contribution site, it's mostly Valve for not allowing for submissions of other types.
