Indeed. I didn't make any modification to the UV or texture, so what you see there is exactly what's in Alien Swarm. Since you're at a birds eye view pretty far away, using a lower resolution texture makes sense.

Would it be possible to make a mod of the Slo-Poke in only the band and/or the feather is painted, rather than the whole hat?

What's stopping you from doing it yourself? It's turning a red flag yellow. Sorry, but you need to start making an effort to make the things you want on your own. Nobody wants to do menial texture recolors for you and you alone.
As a matter of fact, this is literally just a hue shift kind of thing. You can do this with gimp on your own instead of bothering others about it.

I guess this is happening cause of the rig. Check out the rotation of the arm bones. They are very different between the game models and the HMW models.

As Eager as i am for a new update, Seems like people are already getting ready for a 2nd Boogaloo, Which i'm not too eager for. They're fun to make i'm sure, but when it's just a robo reskin it's just bad hats added for the sake of theme. The Bunsen had Flames and the Filamental was pretty much it's own hat, and i liked those. most of the others had no real individuality.
