only use the particle files and delete the rest of the mod, that keeps the weapon sheen but removes the eye effects

I'm opted into the TF2 Beta SDK tools, but for some reason there's no HLMV.exe in my Common/Team Fortress 2/Bin folder. Only a .bat that does nothing when I run it.
Everything else looks like it's there. But not HLMV.

Yeah I was wanting to make a tutorial down the road but hey since you are doing one I might as well chip in and drop some of the tips. Might save me the trouble in making one if you do a good enough job. ^_^
First I would have to say a very useful shortcut to cover would be to turn a selection of triangles into Quads which is [B]Alt+J[/B]. Makes things much easier to model when everything ins quads.
Another tip I have is on the topic of importing: Instead of using GCFscape and the MDL Decompiler to get your SMD files of the characters from TF2, An easier and better way is to get the SMD files of the tf2 characters from SourceSDK. Now navigating to the folder can be tricky. Typically it's located by default in:
[B](drive you have Steam installed):\program files (x86)\steam\steamapps\(Steam User ID) \sourcesdk_content\tf\modelsrc\player\(character you want the model from)\parts\smd[/B]
Why this is better in my opinion is mostly due to the fact that the [B]facial morphs of the model are intact[/B] with this method if you want to make facial hair / items that wrap around the face. This saves a ton of time and effort from other methods I have read on importing facial poses into Blender. Secondly with this method all you need to do is locate and copy the files you want to use in an easier to locate folder and you are done getting your model files. You don't have to use any exporter programs or have the files decompiled.
Well those are the two biggies. I can think of a ton of other stuff... But I think you got enough to cover. Best of luck.

Thanks, I was wondering if there was something that did turn tris to quads. I'll be sure to get that in there. Was going to record it earlier today but have had some problems with Fraps and my microphone. I'll see if I can't get it done tonight.

It's smooth shaded, but I still get these lines when you view from a distance, I'm not sure why either.
