The hair would come out better if the way you shape it is closer to how the item Your Worst Nightmare deals with layered hair. Right now it's a bit puffy like marshmallow cream. You could also make the hair look more natural by making it blend in with the skin a bit at the front edges, like the Medic item Geisha Boy.
If you can do it while keeping the intended style, try to make the item's hairline match up with where Engi's natural hairline ends on his head. It's a bit weird when hair on the characters doesn't match up with their natural hairlines.

look pretty good to me, bullet mesh looks to be mostly intact which is good. Have you tried rendering it yet? to see if your getting artifacts, lines or acts of god?

my professional method for making jigglebones usually consists of stealing jiggle calculations from similarly jiggled items then interchanging random numbers until they work correctly
