it's not inherently racist, it depends on the reason for the appropriation. TF2 literally has no reason, so it's probably not offensive but it's also kind of like "why?"
The only thing on Kibble's design that as far as I can tell might be getting a little stereotypical is the pipe.

Demoman got a Pimp Hat as his 4th hat ever. and for what? Nothing. Besides the stereotypical Black Pimp and you can't argue with me that that's the [B]only[/B] connection between the two. -and there isn't a problem with it in game.

Demoman is black so he gets dreads. It's fine I don't see a problem with it.
Heavy get's a "Stalin" mustache and he gets Ushanka, stereotypical russian stuff.
Spy get's a french beret he's french. No hurt feelings, it's stereotypical.
Pyro has a mexican hat and mexican robe and maraccas, and he's insane can't speak english, give that stuff to the weirdest character, no harm done at all. Everyone is cool with it.
Sniper is australian so he messes with crocs and animals and pees and is wild and stuff.
Neo is working on a Disco set for Demoman. Do I see disco stuff for anyother class? Only demoman. It's not racist. It's stereotypical and it's alright.
All stereotypes and it's all okay.
A peace pipe and some claws won't hurt at all.

Oh they fucking hurt like a bitch. I picked one up a few months ago that was just sitting on the road, called the ranger peeps to collect him they told me to just stay with him and look after him until they got here. Finally got here and as they're picking him up hes clawing into my shoulder basically going "FUCK OFF I'M COMFY"

and why should he need to? The only reason I asked Bang for permission before carrying on with the Bonk! Boots is because I directly copied the design of his wings from the Bonk Boy mask.
In this case there isn't really any similarity besides perhaps sampled colours and the same stitch design (most stitches in tf2 look that way [I]anyway[/I]...).
