Perhaps have the sleeves be apart of the the brown vest instead of the red shirt. You could also reincorporate the arm band, if you wanted to keep team color in the arms.

Handle looks like a cardboard cut out.
The model looks really low detailed. Before adding on the other parts, make the model a bit better. You had tons of tris to work with, so use them.
Gotcha, gotcha. As for the handle, there's going to be a grip on it.
I do need to make the model more detailed though.

friend told me padding to work its a QC command, but i'm not to sure considering its a texture.

It requires two bones, both in the same place: bip_lowerArm_R and arm_attach_R
The hierarchy should go like this:

arm_attach_R is a child of bip_lowerArm_R, and all geometry is skinned to arm_attach_R.
Now the key is that each bone has a different orientation. bip_lowerArm_R should have Y down and X pointing down the length of the model. This is the bone used to attach the model in third person. arm_attach_R should have Z down and Y pointing down the length of the model. This is the bone used to attach the model in first person.

Okay, since I'm now swamped in uni work that's making it hard to focus on trying to make progress with it, I'm going to give up my satellite-ish medigun model for grabs for whoever would like to continue with it and refine it.

Just a note: I have not been able to create some concept art for this - mainly because I've been modelling it on the fly- however, if it's extremely insisted upon, I'll try to provide some as soon as I can in my spare time.
EDIT: Dark One had been nice enough to create some concept art for me (which he has gotten a lot of crap for posting it here, but it's pretty good), and although I'm waiting for his approval to post coloured versions, I've now got art for anyone who needs to refer to them.

You can do that yourself. All you need to do is go back to the 2 cities update and halloween update diffs on the wiki and see what was added to mod_textures.txt and add the missing lines to your file.
I did that and I'm still using it.
