this is just me, but you can model why can't you just do it yourself overall the geometry isn't that complex with a few exceptions to that cable and the front section.
then you've got the tricky thing of finding someone to texture it.

as much as i appreciate your intention here, i have to disagree with ditching the program, which is Paint.net. despite the fact most of my concepts have thicker outlines, its only ever when a modeler requests a more detailed image that i put more detail into one. I prefer to make a vague idea sketch, and receive feedback upon it before fully fleshing out concepts.

Edit: I don't think you know what vague means, because in your example, you've actually described less than the original version. When people suggest you switch programs it's because you've shown no progress in your technical skills, you're still doing what you did years ago. Unless you're totally cool with stagnating, I'd suggest exploring new techniques, trying out new tools, and being more open to criticism.

People here generally work on an item if they like it and are excited by it. Not too many people here are doing it for the sole sake of getting their fingers in as many workshop submissions as possible in order to get money. That being said you can just split the percentage up with the texturer once you submit the item.

if it was a commission there would be no need for percentage, because you've paid them for the work and technically brought them out but even then there are options like if it was completed by a reasonable date..
why commission someone to do a bunch of textures you might get no return on when most artists will happily work for a %

The thing is that you need to get familiar with software you working with, and be able make full use of it. Like right now main problem I can see in your drawings is the lack of knowledge how to bend colors. Thats why I suggested SAI, since it has some nice brushes for colors blending so its pretty easy to get good results. Just take some time to learn how to use them.
So, I used Mellowbloom's concept for the Librarian Heavy set and added some items:
