It could, but then it would just be a bad texture.
Try looking at facial hair items from the workshop or items that are already in-game and try to work from that.

For facial hair?
I'm sure it depends on the size of the beard/stache. Like, with the Vive La France, the mustache is very tiny, so the texture wouldn't matter that much. (I haven't actually looked at the texture, but the stache itself is so small, it wouldn't matter.)
But with your sniper-stache, it would require having a texture to look good, rather than being just solid color.

I really don't think there needs to be a guide dedicated to texturing facial hair, and I don't think its worth getting someone to texture such a small thing that could be easily done yourself.
Here's some examples of how facial hair has been textured:

Thats the texture for Ze Übermensch. It has a gradient going up it and some light brush strokes to imply that it is actually made of hair, nothing too fancy.

The texture for Yuri's Revenge, again just an AO bake and some simple brush strokes.
It's not particularly hard to do this, all you need is a round brush in Photoshop and a bit of patience.

Hopefully it wont be too much like his pistol taunt, but I can see it happening. It would kind of look like a shuffle, and I'm highly interested in dancing taunts.

Well, He is wearing surgical gloves over his, well, surgical gloves, and wearing a calculator watch that is worn during surgery. I also threw on a conventional watch and another surgical watch on his right hand, in order to keep consistent of TF2's art style and humor.

I do everything with the touchpad on my laptop. Its quite the adventure.
