Anyway I really hope they do more of these map pack updates, should keep the people interested in TF2 who don't care for hats/weapons.
The size of TF2 is soon going to be over 20 gb, you'll see.

Deal with it, I don't understand why so many members are complaining about community content. If anything, it's great that Valve is in touch with it's community.
Besides, Valve usually does the hardest work anyways when releasing community updates, apart from maps. A lot of people complain about the weapons in Polycount and Australian Christmas being community made. All the community did was make the models/textures, Valve had to come up with a good, balanced, fun concept for it's stats, which can be really hard considering how much testing must be done.

Its less work then say a new weapon but its still time out of their day.

No it's not... to properly test a map they would have to check how balanced the teams are under various configurations, test every area of the map, sideroutes and so on with different classes, tweak respawn times, cart reversal times, etc. etc. etc....
Weapons are easy, only one class (or two in some cases) can use them, they would just have to try it out against different classes in different conditions, but with an entire map one has to make sure that everything is balanced, and even then it's hard to tell if players with different skill levels will find it balanced too.
I tried pl_frontier and it seemed way too easy for BLU up until the final point, I spawned as Heavy and just crouched on the cart destroying everybody. Then we were RED and had trouble defending.

Sorry, I missed the last part of your post, but regardless tweaking community weapons with minor stats modifications takes less effort than testing an entire map AND potentially tweaking it (plus add stamps and all that I guess...).
