I've started using Open Broadcaster Software, it seems to do the job well. I've stopped using FRAPS because whatever good your PC is, it impacts the framerate too much.

If by "slows your PC" down you mean locks your FPS to how much you set, then yes. Just set the FPS to max or unlock frames while recording

Fraps is what i use anyways, not that i do much recording. I'm not sure what you mean if you don't mean FPS, since i've never really noticed a quality loss issue
I use Bandicam though that records in intervals or theres a limit on how long the video records, but it doesnt eat up much of my comp resorces and also not huge file sizes

My PC is worse than that and it runs FRAPS without issues. I have an Intel i5-2500 CPU @ 3.30GHz, 8 GB of RAM and a NVIDIA GeForce GT 630. Just don't run TF2 at max settings and it'll be fine.
I use nvidia shadowplay nowadays, the outputs are small and there's no framerate impact.

Fraps file sizes are also ridiculously huge for no reason, I've been recording stuff with Nvidia Shadowplay lately, much better

I'm not sure if it was me at 1 AM being distracted, but that video had no meaning whatsoever. It's a guy who gets chased by another guy until he gets captured and becomes that other guy with some pretty music in the background and abstract lighting.
