It's odd. It's really good art, but it always kind of irks me when people interpret the upper bit of his boots as his bare leg.
I'm 100% certain that's just supposed to be another part of his boot. It may be somewhat hard to tell what with the darkness of his complexion, especially with it getting possibly darker near the leg area, but in concept art and even with the action figure, he's never shown with a bare calf/shin like that. It really is just part of his boot.

its an odd place, of all places, to wear an armor plate anyway.

Now that I look at it her breasticles do look a bit odd. It's like she's wearing a corset underneath it that isn't shaped right and is pushing her to where her breasts are looking upside down. Or it could just be the shadowing.
