Is someone allowed to make one, where like someone could say "Hey friend can you draw my a Green Dolphin wearing a green team captain???" and I would go sure pal! and draw them their picture?

I'm not really sure about commissions, but if you want to just draw people's requests you can probably do it here, through PMs, or maybe over in the creationism corner.

I did that for my Avatar, but yes, even if I simply added a simple sketch/posterise/trace effect over a tf2 picture and people like it and want it isn't that the main objective? Opening up a sniper in SFM and putting him in a preset pose with desired hats seems like a bigger steal anyways to me.
