Anything. Some here use 3DSmax, some use Maya, some other use Zbrush, I use Milkshape. It's even possible to use Sketchup if you are desperate.

I was watching a video tutorial on how to add jigglebones to a model and is it possible to have jigglebones with 2 roots? I want to make the sniper rifle's wire jiggle but it's connected to both the scope and the rifle. Also when I try decompiling the sniper rifle viewmodel the qc file always shows up blank.

Who uses Zbrush here? I thought Zbrush was only for impractically high poly clay models.

It can be used to model on a lower scale, but there are other tools which are more ideal.

Thanks! (: I've been wanting to try my hand at modeling but was unsure as to what to use. I've used zbrush before, but if I were gonna do modeling for a game I'd want to use something with a bit more control.
Zbrush is ace.
You know it's not designed for modelling though, right? It's mostly for normal mapping or cinematic models.

the face doesn't seem to have the same luminosity as the arm does though, the arm seems to have more of a glow
Could be the map. You know how lighting between two different areas makes hats look strange.
