I know, but I haven't got the slightest clue of it's name or location because the decompiled QC contains 3 duplicates of the partyhat, flag and head attachments with the same locations instead of weapon attachments

Perhaps a pipe replacement for the cigarettes in his Disguise Kit as well, depending on your dedication to the mod.
I just think that it would perhaps make the Spy look a bit more like a detective, especially with the fedora.

I want it to be a cigarette replacement, so I can use it with all hats, or without hats.
