It was bugged for me too, I was also stuck at 8 for a long time. Then I played a full round of Sniper on 2fort and got it, even though I know I played as a full round as Sniper before...
Pyromancer has been stuck at 5% for months now.

I dont think its so much that the achievements are bugged, its the shit connection between server/client and the Steam Cloud servers, half the time I am playing and it will not sync up properly with the achievements, same goes for saving your progress too.
I could never get the one where you sticky jump and melee someone. Even when I was able to do it to a rocket jumping soldier I never got it.

Isn't that a Halloween achievement? Those can only be obtained during the Halloween event.

I think I got a Halloween achievement several months after Halloween, I don't remember which one though.

You can get the Gibus achievement after Halloween, and it's possibly for a little while that they had hidden cvars or something that let people play on koth_harvest_event and still get achievements. But they're locked now.
I got a bugged achievement: Play Doctor, had to use SAM to get it.
I got enemy at the gate as a scout on 2fort.
I got a decapitate someones head while playing as soldier once.
Taunt killed as a Pyro.
Got the Heavy taunt kill achievement.

A lot of my achievements seem to have reset themselves. I first noticed this when I saw that the Spy achievements I had all obtained were suddenly locked again!
i got longest daze by killing players scared from the ghost and once from sniper stun from arrow taunt
Can't help but wonder if TF2 has gotten too big for itself, it just seems that each update brings in new problems like lag/graphics issues, network issues, problems with achievements, etc.

I got that achievement twice. Once with the sticky launcher, and once with the SR. I think it gave me the milestone achievement twice, too.
