A lot (most) of Valve is on vacation till April 4th. Just email anyone and it will give you an auto replay saying that they are out of the office.
You need the milk effect or it would be UP. -20 movement speed is a big downside, plus it's a cow, so it would be pretty stupid to have no milk effect.
