Spent a bit of time today making this. The actual flame is a temp texture itself, it lacks a certain warm glow about it.
It's a flat plane with a few bands of polys with jigglebones so that the flame will 'flicker' and move as the player runs about.

Frankly I am liking the idea of an 1800s TF2 pack.

You could also try finding a particle file that would fit to attach as a glow for it.
Again, what I'd like to see is a model of Mister Royzo to replace the Spy. If I knew how to model, I'd do this myself.
Found this while cleaning up my laptop, I think it was a idea I had for a Demoman polycount weapon, but I couldnt think of anything else to fit in the theme (Dynamite).

I thought it was a downright stupid idea, whih is why i deleted it nearly, but a few people I showed it to said they liked it and thoguht it was funny. Another comment was that they thoguht Demoman was batshit crazy enough to do it.
In other news, I met up with a guy that does textures for source maps and CS weapon model replacements at a local convention. He is pretty good. He might be doing stuff for me/may join FP and texture for others.
