The system has become especially bloated after 8/14/13 due to the boom of the CS:GO economy. It's not pleasant at all to deal with.

Well, that's really, really dumb.
I thought steamrep was a dumb idea when I first heard of it. It's not being worked on by Valve, just by part of the community that doesn't truly work with Valve. Had friends told me their experiences and stories about steamrep in the past and I still think it's terrible.
Well, regardless of how terrible we all think it is it has screwed with my friend enough to be annoyed with me to this day about it. Because, all in all it WAS my fault that we both got marked.
Short of buying him a new account with all of his games on it, I can't do anything. Thanks for the feedback anyway guys.

The bigger fault is on the side of corrupt McScrooges on SteamRep.
I don't like how the run the whole show either and I don't like how people get falsely marked. But I [I]did[/I] leave with the intent of not paying the person I gambled with, even if I later did so. And banning someone else who logged on on my IP as an alt was a smart move because it's only reasonable to assume that it's an alt. I just wanted to know how to convince them that it isn't, because well, it isn't.
However, I've learned that there is no reasoning with them. Which I figured anyway. That part is rough and I don't like that. I'm glad to learn I wasn't the only one who didn't like that after this thread though and that I wasn't just a butthurt marked scammer.
