The notion of having a protective shield as a secondary seems like a neat concept, though rather than build a whole class around it, I could see that mechanic being an option granted to one of the pre-existing classes as part of a "subclass" build that changes how said class works, like how the bucklers enable the Demoknight subclass. While Medic has the energy shield power in MvM, it'd probably need to act as a secondary feature of a new Medigun rather than a full-on replacement for healing. Personally, I'd say a big shield would probably suit Heavy or Soldier better mechanically (and in some regards thematically), since the Heavy evolved a support variant when he obtained the Sandvich many years ago, as did the Soldier when he acquired the Banners. So while Medic is very much focused on support, his healing factor is too important to drop for a dedicated protective item, even if it'd fit thematically with the notion of "preventative medicine".
For me I don't see this class fitting any of "jobs" of the game and it's not good if Valve would add another kind "jobs" because it would changed how you play the game if it happens.
Just give heavy a big shield that replaces his primary (not passive) and give him a better shotgun
