How do you get the bugged Killstreaks?

On market. They're the ones with no picture on the kit itself and are like three times the value of other kits. They work on literally everything. There are killstreak keys and refined metal on market now.

Decided to apply one on my lvl 99 conga, now we wait.

Guys, I can confirm that the killstreak secret diary actually works ingame. You get killstreaks from spell kills.
